Within the last month, many SIP service providers have been confronted by a changes in the market for U.S. termination as many large VoIP wholesalers have implemented LRN billing and intra-state billing for U.S. traffic.

Many carriers are now charging for calls based on the LRN (Local Routing Number) instead of using the DNIS digits (Dialed Number Identification Service). When LRN based billing is implemented, a ported telephone number is likely to be billed in a different rate center than the one these SIP service providers bill their customers for.

Additionally, many carriers have also implemented intra-state billing where a call is billed based on the ANI as well as the DNIS.  If both the ANI and the DNIS belong to the same state, then a higher rate is charged.

These changes have created two issues for the typical SIP provider:

The first issue is that many SIP service providers do not have a billing system that is either capable of or has been provisioned for LRN-based or intra-state billing. Billing is a stressful endeavor.  Many SIP service providers simply can not cope with the load of either transforming or upgrading a billing system to accomodate these changes.

The second challenge is that the underlying cost for services on routes that bill determined by LRN or intra-state as compared to routes that bill based on DNIS digits. The former will generally increase a SIP provider’s average per minute charge. When a SIP provider can’t charge their end user accordingly, profit margins decrease.

To address these issues EZ Call is now able to offer a SIP route that bills based on DNIS digits and not LRN or originating state (these are referred to as non-jurisdictional routes). The rates are comparable to our standard U.S. rates (which does use LRN billing and intra-state resolution) and are immediatley available upon request to our 24×7 technical support staff.
